Council Meeting decisions

Annual Community Council Meeting, held on 13th May at the Williams Memorial Hall, Coychurch

Present: Cllr E Caparros, Cllr J Brace,  Cllr K Sutton, Cllr M Randall, Cllr J Dickenson

Apologies: Cllr R Snoddy

Chairman: Cllr E Caparros was proposed, seconded and unanimously appointed

Vice-Chairman: Cllr M Randall was proposed, seconded and unanimously appointed

Minutes of the previous meeting were agreed and signed by the Chairman 

The Code of Conduct was adopted for 2025-26 

The council agreed to continue with the current Financial Regulations and will review the revised Model Financial Regulations recently provided by One Voice Wales at the June meeting

The council adopted the Standing Orders for 2025-26

The insurance provider was confirmed as Zurich and the fee agreed 

It was agreed to seek an internal auditor with experience of council processes for the 2025-26 audit and to engage him/her for a half year audit and full year audit.

The members of the council who live in Coychurch will become the trustees of the Morgan Thomas Trust from July 2025 with the option for the existing trustees to continue on the board. Meetings will be scheduled for 7pm on dates prior to the Community Council meetings.

Bridgend County's Town and Community Council Forum - Cllr E Caparros

One Voice Wales - Cllr J Brace

Memberships agreed for 20125-26: One Voice Wales and Society of Local Council Clerks 

Council reviewed the Asset Register and identified items to remove.

Council reviewed the budget for 2025-26 and agreed the Delegated Powers for the clerk to pay invoices in line with the budgeted estimates.

The Schedule of Meetings for 2025-26 was agreed. The second Tuesday each month except August. The meeting start time was changed to 7.30pm
